About the portal

1. Why are we launching this portal?

This portal is EU4Schools’ gate for transparency and communication with the Albanian public. Through this portal, we will provide information for the beneficiaries and stakeholders of the Programme. As we embark on the post-earthquake recovery process for all impacted education facilities in 11 municipalities, updated information is provided so we create and sustain confidence in the EU4Schools reconstruction process. EU4Schools aims to not only rebuild and repair facilities but also to restore trust and create hope for communities of the impacted areas. The portal is a key tool in achieving this aim.

2. What information is provided in this portal?

The portal provides information on the:
1- Geographical area where EU4Schools is being implemented
2- Educational facilities part of EU4Schools Programme and their location on the map
3- Municipalities/administration units where the education facilities are situated
4- Categorization of the works: repairs or reconstruction (all education facilities will be retrofitted)
5- Typology of education facility, from crèches to high school
6- Detailed information on number of students/children being educated in the education facility
7- Number of classrooms, laboratories and sport facilities for each school
8- Contract value for each education facility and the company implementing and the one supervising the works
9- Data and images on the consultation or work progress
10- Comprehensive reports generated by Power Bi (an IT tool supporting data visualization)

3. How can you find information in this portal?

You will find the map with the educational facilities by scrolling down on the Home page. You will notice there are colorful dots on the map: each of those dots geo-represents an education facility in a specific stage of the repair/reconstruction process. Either click on the color dots on the map or in the table’s respective educational facility where basic information is provided. Kindly notice there is a link in the “Before & After” section of the table which provides you images on previous and future state of the educational facility. A short text below the table, describes the works to be carried in the respective education facility.

As this is work on progress, information is presented as soon as available.

Other detailed information is presented on the Update on the Progress. By clicking on each Municipality emblem, all education facilities in that area will be shown in the table below. Click on each education facility and a number of boxes on the right and bottom side of the screen will show 15 types of data for that facility.

4. Which are the EU4Schools implementation principles?

EU4Schools stands out for exercising two important principles during the post-earthquake recovery process. One is “Build Forward Together” and the second, “Build Back Better”.

Build Forward Together
- As it is difficult to recover from the earthquake trauma, participating in the reconstruction process helps create hope for the future. As such, no education facility is repaired or restored without consulting the children, the teachers, the parents and the local representatives and administrators. The consultation process contributes to improve and finalize the technical design for the education facilities. In the end of the repair/reconstruction process, a place check is organized so members of the community confirm the education facility is repaired/reconstructed according to their needs and that they have all contributed to it.

Build Back Better – EU4Schools will not just repair/reconstruct the education facilities as they existed prior to earthquake. Instead it will use this unique opportunity to create education facilities fit for a dynamic future. Thus all educational facilities will be in line with best European standards, focusing in five areas such as: (i) stronger buildings – based on Eurocode 8 standards, (ii) high accessibility – to support access for people with disabilities, (iii) energy and environmental friendly buildings- all equipment will be in line with best standards aiming to increase energy efficiency and being environmental friendly, (iv) digital solutions and technology- equipment will be projected and installed and (v) health and safety – all facilities will have necessary equipment to ensure health and security of all personnel and children. Nursery and psychological rooms will be built in each facility.
